Big good news about house rent in Dhaka

Every year, house owners in Dhaka tend to increase rent. However, from now on, house rent cannot be increased before two years. This directive has been issued by the Dhaka North City Corporation (DNCC).

On Tuesday (20 January), speaking to journalists at the DNCC Nagar Bhaban in Gulshan-2, DNCC Administrator Mohammad Ejaz said that increasing house rent in January has become a common practice, and this must be stopped.

Under the new directive, rent increases will only be allowed during a specific period of the fiscal year—June to July. The new guidelines clearly define the responsibilities of house owners. They are required to keep houses fit for living, ensure utility services such as gas, electricity, and water, and arrange regular collection of household waste. In addition, opportunities will be provided for greenery on rooftops, balconies, or open spaces.

For security reasons, landlords must provide tenants with keys to the rooftop and main gate under specific conditions. The responsibilities of tenants have also been outlined. Rent must be paid by the 10th of each month, and tenants must collect written rent receipts. Tenants’ access to the residence must be ensured, and landlords are obliged to inform tenants of any changes or security-related measures.

According to the guideline, the fixed standard rent will remain effective for two years, during which no rent increase will be allowed. After two years, rent may be revised only through mutual discussion between both parties. If tenants fail to pay rent regularly, landlords may cancel the agreement and evict tenants after issuing written notice. It further states that annual rent cannot exceed 15 percent of the market value of the house.

All terms and conditions between landlords and tenants must be included in a written agreement. Advance rent may be taken for a maximum of one to three months. Additionally, tenant and landlord associations will be formed at the local level to handle arbitration and dispute resolution. The city corporation will also provide ward-level support to resolve any related issues.
